Should I even bother to report old questions for Violations? does Yahoo just ignore my reports?

I have been finding lots of racist statements n the Cultures Groups that are over a year old by looking through the history of other users. How do these people get away without being reported? but if I say one borderline offensive thing I get a violation within a week
