Hi, I have a 7months old Border Terrier ***** who is totally adorable?

Two problems! one is toilet training she is 95% clean in the downstairs of the house but if she manages to get upstairs (not allowed) she will always pooh or wee is this a territorial thing? . Secondly she has escaped twice and is a nightmare to catch holds her head up and tail high and just runs off! Unable to find a decent dog trainer in my area just told Borders are notoriously difficult any idea's.
